§ 18-50. Exemptions.

The provisions of this article shall not apply to the following:
(1)

The circulation of petitions for signature or lawful distribution of advertising materials, flyers or other materials expressing views on political, social or religious matters.

(2)

The lawful promotion or expression of views concerning political, social, religious or similar matters.
