§ 2-46. Minutes.

(a)

Full and accurate minutes of the council proceedings shall be kept and shall be open to the inspection of the public, except as provided in subsection (b) of this section. The results of each vote shall be recorded in the minutes; and on the request of any member of the council, the ayes and noes upon any question shall be taken.

(b)

Full and accurate minutes shall be kept of all actions taken during closed sessions. Minutes and other records of a closed session may be withheld from public inspection so long as public inspection would frustrate the purpose of the closed session.
